CHARLESTOWN – The Town Council is seeking resident feedback and assistance in dealing with a land purchase proposal for 81 acres off King's Factory Road.
The land in question is owned by Larry LeBlanc, he of the controversial wind energy proposal that aims to place two large turbines on the property. While that application remains in question – and also in the courts – he has also sought to build houses on the land that has remained the site of numerous use proposals over the years.
And, again, LeBlanc is offering to sell the property to the town, though this time it comes with a price tag of $3 million.
His previous offer came in late 2008 with a land appraisal price of $5.1 million. The Town Council at that time moved to have the land reappraised, which ended up bring forward multiple appraisals that ranged from $6.5 million to $1.4 million.
The final offer, though, was $4.5 million. But the council voted against the idea of bringing the matter to the town's voters because they felt that it just was wasn’t the write time financially. As then-council President Marge Frank said, “ The final offer was made at $4.5 million and we could not take that to referendum … we just weren't comfortable.”
LeBlanc is ready to sell, though, and has apparently met with Town Administrator William DiLibero about the offer.
DiLibero explained at the May 9 council meeting that he met talked with LeBlanc in mid-April, when the landowner came forward with some appraisals he had done for his wind generator and housing projects. The information provided in those appraisals is what led to the $3 million figure.
LeBlanc told the town administrator that he wanted to bring it to the council in the public portion of the meeting – and not during an executive session as they had done before.
