NORTH KINGSTOWN –At the end of the March 15 meeting of the North Kingstown Planning Commission, it was determined that the public hearing on the Oately’s Restaurant/Rolling Greens development would be continued until tonight at 7 p.m. at Beechwood Center.
The applicants are Mark Hawkins of M.L. Hawk Realty, LLC, owner of Rolling Greens Golf Course and Oatley’s owner, Vaughn Oatley, an abutter to the golf course on the proposed devel-opment.
The proposed plans include the Oatley’s Restaurant property and undeveloped sections of Roll-ing Greens Golf Course, located in the vicinity of Routes 102 and 2. If approved, the 102-acres will be a combination of residential light/commercial usage.
The main objective for the project is to “provide an area for economic development in the community.” It’s intended to include a mixture of residential, retail, recreational and other uses. The design will include traditional architecture and historical village patterns, all the while avoiding big box stores, large shopping centers, business and industrial parks.
But before any formal plan can be submitted, they need to have the aforementioned changes approved.
Architect Don Powers explained the retail space would be 100-150 feet back from Route 102 and will include buffered landscape between the two. Many of the proposed small retail spaces wouldn’t exceed 3,000 square feet.
“One concept would be to have the smaller retail buildings in front then have the bigger build-ings behind," Powers said during a previous Planning Commission meeting. "The first thing you see from the road is what matters. There would also be small cluster neighborhoods at the back end of the site, still preserving the open space of the golf course. This is just a sketch to get the discussion started. Everyone needs to suspend their disbeliefs and think more about the prin-ciples of a walking neighborhood and creating a great focal point to the community."
