SK Council approves zoning ordinance for special use permits

April 17, 2011

SOUTH KINGSTOWN–The town council held two public hearings Monday night concerning a Community Development Block Grant the town received and amendments to special use permits in the Zoning Ordinance.

The town held the first public hearing to obtain citizen views on the community development, housing needs and program performance relative to the town’s application for a Small Cities Community Development Block Grant. Though the town sought citizen input on the grants that can go directly to the community, no one from the public came to comment on the CDBG grant.

“I’m surprised we don’t receive more applications. I know there’s a lot of need out there,” councilman Jim O’Neill said.

The town is eligible to apply for $400,000 in funds for the purPose of undertaking activities that meets one of the three national objectives: urgent needs, prevention or elimination of slums or blight and activities that benefit low/moderate income persons. The deadline for local social service agencies and municipal departments to apply for the grant money is today. The draft CDBG application will be reviewed by the town council at the second public hearing on May 23.

“South Kingstown has participated in CDBG grants since 1985. Since then over $4 million has come through to support several activities,” Town Manager Steven A. Alfred said.

Previous CDBG awards have enabled the town to dispense $1,494,193 to many local human service agencies including the Thundermist Health Center, the Jonnycake Center of Peacedale, the South County Community Action, Welcome House, and the Domestic Violence Resource Center. In the past, the town also received a total of $1,283,500 in CDBG funds to support the South Kingstown Housing Rehabilitation Grant Program. About $1,093,300 has been awarded in grants to eligible citizens to assist in necessary housing repairs.
