RICHMOND - Broadening the tax base has been a concern of Richmond residents and officials for many years. The majority of the tax burden in the rural town falls squarely on the shoulder of individual homeowners. However, progress is being made, one step at a time.
On Tuesday night the planning board continued a public hearing that originated on July 12, to Sept. 13. The hearing is for applicants to describe the process they are proposing to commence major development at Richmond Commons on Route 138.
â€śThis is a very large project and there are a lot of components,â€ť said Town Planner Denise Stetson.
The current phase of the project is for the planning board to hear the preliminary plans. According to Stetson, once the preliminary plans are approved, a master plan can be adopted, in accordance with state law.
The plan includes 399 residential housing units and over 600,000 square feet of retail space. The development would be so large that it would require a small network of roadways inside of it, including a Central Avenue that would serve as the developmentâ€™s main thoroughfare.
The project would also include changes and improvement to Route 138. An engineer from Gordon R. Archibald Civil and Environmental Engineering Firm based in Pawtucket was on hand at the Aug. 9 meeting to present to the planning board, among other things, plans to broaden Route 138, add turning lanes and even new traffic signals.
