Residents file ethics complaint regarding Miller termination

NARRAGANSETT—A group of Narragansett residents have submitted a formal complaint to Attorney General Peter F. Kilmartin’s office regarding the Town Council’s conduct in terminating then Town Manager Grady Miller’s contract upon agreement of a separation pact. The 27-page report alleges violations of state open-meeting laws by Council members, as well as their neglect of residents’ opposition to Miller’s termination.

“The residents are not going to stand for this kind of dirty politics,” said Narragansett resident Gail Scowcroft. “[The complaint] documents well a year’s work of this behavior and is well-crafted. We worked on it for three weeks, and several attorneys looked at it as well.”

 “This is quite a serious thing, and we intend to pursue it to the full letter of the law,” she added.

Over the past several months, Miller had been criticized by Council members for perceived procedural missteps, namely his decision to unilaterally appropriate $3,000 from the Wastewater Enterprise Fund as a donation for the Narrow River Preservation Association (NRPA) to conduct water testing activities. At the May 31 meeting, the Council and Miller agreed to separate with a severance package and disparagement clause, leaving residents to question the Council’s motives behind Miller’s termination.
